Luis Zumba Chablay, 42, raped and otherwise sexually assaulted the victim, who was no more than 16, both in Rochelle Park and Hackensack, Bergen County Prosecutor Mark Musella said.
Rochelle Park police subsequently alerted detectives from the prosecutor's Special Victims Unit, who arrested Chablay on Saturday, Oct. 21.
They charged Chablay with five counts of aggravated sexual assault, two counts each of sexual assault and criminal sexual contact and one of child endangerment, then sent him to the Bergen County Jail, Musella said.
Chablay – who’s listed in jail records as a Mexican-born citizen of Ecuador – had a detainer placed on him on Monday by ICE that will keep him jailed even if a local judge orders his release.
Immigration authorities in Newark will conduct a citizenship hearing at some point in the case to determine whether or not Chablay can remain in the United States.
